Addresses issues with changes to ‘Smooth Scrolling’ in Firefox 13.

Background
With Firefox 13, Mozilla made changes to the algorithm used from ‘Smooth Scrolling’. Most users shouldn’t notice a difference, but like ‘Hardware Acceleration’ some users may have troubles with the new ‘Smooth Scrolling’.
The Tweak
To turn off ‘Smooth Scrolling’ go to Firefox Button > Options > Advanced. Uncheck the box in the Browsing Section for Smooth Scrolling and click OK.
